OFFICIAL 2005 ATQMRA RULES
The rules and/or regulations set forth herein are designed to provide for the orderly
conduct of racing events and establish minimum acceptable conduct, and by participating
in these events, all participants are deemed to have complied with these rules. No
express or implied warranty of safety shall result from publications of, or compliance
with these rules and/or regulations. They are intended as a guide for the conduct of the
sport and are in no way a guarantee against injury or death to a participant, spectator or
official.
The President, Vice President and/or Race Director shall be empowered to permit minor
deviation from any of the specifications herein or impose any further restrictions that
does not alter the minimum acceptable requirements. No expressed or implied warranty
of safety shall result from such alterations of specs. Any interpretation or deviation of
these rules are left to the discretion of the officers. Their decision is final.
Official Flag Rules
1. a) The Green Flag shall start all races and means the track is clear.
b) No race shall be considered started until the green flag is waved.
c) Any car that jumps the start shall be penalized two positions for each position
gained, with said penalty being imposed at the end of the race.
2. a) The Yellow Flag is the caution flag.
b) Once the yellow flag has been displayed, no driver may do any passing and all
drivers must safely decrease their speed to a parade pace until the green flag is
displayed.
c) Any driver who shall gain any position in a race while under the caution flag,
shall be penalized two positions for each position gained, at the end of the race.
d) Laps run under caution do not count towards race laps.
3. a) The Red Flag means danger and stop at once.
b) The red flag shall mean stop safely and leave a clear path for ambulance and
safety crews to enter and exit the track.
c) When a car turns over, the red flag must be dropped immediately. The red
flag may also be used by the flagger if, in his opinion, the track is unsafe to
continue.
4. a) The Blue Flag with a diagonal Orange stripe is the Passing Flag.

b) When the passing flag is used, it shall only be displayed to cars that are being
lapped
c) When a driver receives the passing flag, he is to maintain his line and allow the
lapping car or cars to pass. The lapped car shall make no attempt to better
their position until the lapping car or cars have passed.
d) Penalty for violation of this rule is the loss of two positions for each position
gained, imposed at the end of the race.
5. a) The Black Flag is the consultation or disqualification flag.
b) The starter may use this flag for disqualification for infraction of the rules or
for disqualification for mechanical trouble with the car, which the driver may
not be able to see and which might make the car dangerous. In such an event,
the driver shall attempt to avoid interference with other cars and pull to the
infield as soon as possible.
c) If a car is suspected of dropping fluid, the field shall be given the yellow flag,
and the suspected car the black flag for inspection but not disqualification
unless found guilty of leaking fluid. If the car in question is found to be
trouble-free, it will return to the race in the position held when black-flagged.
d) The black flag, when displayed to any driver, must be obeyed immediately.
Any driver who blatantly does not obey this flag shall be subject to a
suspension of not more than one race meet, a fine, or both. The disciplinary
action shall be up to the officials at the race whose decision shall be final.
Any car failing to obey the black flag will not be scored from that point.
6. The White Flag shall designate one lap remaining.
7. The Checkered Flag shall indicate that the race is finished and that any additional laps
made by any cars will not be scored. The final positions of the cars shall be
determined by the number of laps completed as shown on the scorers sheets.
Official Competition Rules
1. The ATQMRA shall not compete at any race unless there is at least one ambulance
and qualified first aid person in attendance. No racecar may be under power unless an
ambulance is present.
2. No driver or car may compete in any TQ race unless it is sanctioned by the ATQMRA
or approved by club officials. Penalty for violation shall be $50 fine and suspension for
three actual race meets. The President may grant permission to a car owner or driver to

compete in an unsanctioned or unapproved race. If prior permission is given, no
penalties will be imposed.
3. a) Any car or driver, in order to be eligible to compete at an ATQMRA meet,
must be registered with the ATQMRA.
b) The only exception to the above shall be bona-fide members in good standing
of other TQ clubs. Upon showing their membership cards they may race as
guests, paying only the pit entry fee, up to a maximum of three times per season,
receiving no owner or driver points.
4 a) The club treasurer must approve car numbers
b) In order to retain a number, a car has to be in competition for at least five
ATQMRA shows per season.
c) Should any car appear at the track with a number already assigned to another
car, the owner must agree to taping in order that no duplication will appear at
any time during the race.
d) Numbers must be displayed on the car body and wing, legibly and in
CONTRASTING colors. Numbers must be a minimum of 8 inches in overall
height of each numeral and 1½ inches in width of the line describing each
numeral. There must be at least one number on the tail of the car, and where
feasible, two. There must be at least one number on the nose or hood of the car.
Numbers must also be placed on each side panel and the top panel of the wing,
and the number on the top panel must be a minimum of 18 inches in overall
height.
5. a) No overt displays of un-sportsmanlike conduct at any ATQMRA event or
function will be tolerated. Un-sportsmanlike conduct includes but is not limited
to such offenses as the use of foul or abusive language, verbal and/or physical
threats, fighting and/or attempts to engage in a fight, and offensive gestures.
b) The minimum penalty for any display of un-sportsmanlike conduct shall be a
suspension for the remainder of the race meet or function. An additional penalty
consisting of a suspension from one to twenty actual race meets shall be imposed
at the discretion of the race officials based on the nature and severity of the
offense.
6. a) The car owner is responsible for the conduct of the car.s crew, with the
exception of the driver. Either the car owner or driver, only one, shall act as
spokesman in the event of a dispute or protest.

b) Anyone who shall inject himself or herself into any dispute or protest shall
each be fined $125 and may face a suspension of a minimum of one actual race
meet.
7. For the purpose of enforcing suspensions, any member under suspension that is found
to be in attendance of an ATQMRA sanctioned event where they are found to be causing
a disruption shall cause the members car who they entered the track under to be
disqualified.
8. a) Rough Riding shall call for a penalty of two positions for each offense, to be
levied at the end of the race.
b) If the above penalties occur in a heat race, and additional offenses occur in the
feature of the same race meet, any additional penalties shall be at the discretion of
the officials.
9. If an official sees a car gain a position by deliberately cutting the infield, the car shall
be sent back two positions for each one so gained, with the penalty being levied at the
end of the race.
10 a) No alcoholic beverages or illegal drugs are allowed in the pit or track area.
b) Anyone upon whose breath a trace of alcohol can be detected before or during
the race meet shall be forbidden to drive or remain in the pit area.
11. All cars must arrive at the track in good mechanical condition and be clean.
12. Cars are handicapped according to past performance. Cars new to the circuit will be
required to start their first three race meets in scratch position. Also if, in the opinion of
the officials, a driver is not experienced enough in TQ racing, that car will start in the
rear.
13. a) When an accident or spin happens in the first lap, there will be a complete
restart. Car or cars involved shall be put to the rear of the field and their positions
at the rear shall be the same as their relative positions immediately before the
accident, spin or stoppage. The first lap will be considered complete when a
majority of the cars cross the starting line. The cars not involved shall start
according to the positions held in the last completed green flag lap. All restarts
shall be double file until the race has been half completed. After halfway, starts
will be single file.
b) No repairs are to be made on any car that will delay the race. Any repairs or
tire changes must be made in the pit area. Any car undergoing repairs or tire
changes must restart at the rear of the field, behind all the cars in the race,
including cars put to the rear for spinouts, etc.

c) All cars restarting at the rear of the field shall be considered to be in the same
lap they were in on the last completed green flag lap.
14. If three laps or fewer remain to be run when the red flag is thrown, the race may be
declared a complete event at the discretion of club or track officials. The cars involved
shall be scored for the positions they would occupy in a restart line-up.
15. If a feature is shortened from it.s original length for any reason including rain,
curfew or promoter.s request it shall be considered a complete race if 50% of the original
laps have been completed.
16. a) If a car turns over or is involved in an accident of a serious nature, the car must
be inspected and approved by a club official before it may continue to race in the
same event.
b) Officials may inspect any car at any time for safety and legality.
17. a) A driver whose car turns over or is involved in an accident of a serious nature
must be examined and approved by the first aid personnel in attendance before
continuing to drive.
b) Any driver may be called before the track medical personnel at any time
during a race meet by the officials. The medical personnel's decision as to
whether a driver is fit to drive is final and without recourse.
18. Any car in any race that is two or more laps down may, at the discretion of the starter
or officials, be blacked-flagged, as it is no longer in contention.
19. Any car stopping off the running area, therefore not necessitating the yellow or red
flag may be restarted. Any car that is off the racing surface and two or more laps may not
be allowed to restart the race, even under caution.
20. The President may establish and change qualifying events in order to produce a
professional show and satisfy promoter.s requirements. In the event a program is rained
out after qualifying events have been run, only those cars which qualified on the date of
the rain out are eligible to compete in the rescheduled feature. In the case of a shortage
of qualified cars, only those that competed on the rain out date shall be used as fill-ins
and such cars must start at the rear of all qualified cars. Alternates may be used if a
shortage still exists by using cars in attendance at the rescheduled event that did not race
at the rain out date. These cars will start behind everyone else. If the event is rained out
after qualifying events have started, and there is no re-scheduled feature, then each driver
and car in attendance, with the intention of participating, will receive 25 points.
21. In the event there is no penalty provided for in a rule, a penalty shall be levied at the
discretion of the officials at the track.

Car and Engine Specifications
ENGINES
The spirit of the ATQMRA engine rules is that a team can take a low mileage 2000 to 2003 Suzuki GSXR 750 engine and have enough horsepower to be competitive. NO modifications can be made to parts of an engine that will render a stock engine uncompetitive.
NO engines newer than 2003 are permitted.

All 1996-2003 motors must remain completely stock with the following exceptions and Clarifications
Except as noted, all internal and external engine parts must remain stock OEM with no modifications, metal removal or blueprinting.
All new cars will be required to run 4
cylinders, 4-stroke motorcycle engines as listed below.
Four cycles: Any Honda, Kawasaki, Suzuki or Yamaha 750cc, inline four cylinder,
single or double overhead cam. Any year motor may be run up to and including 2003.
NO LIMITED PRODUCTION RACE MOTORS ALLOWED, only US Street legal bike
motors are allowed. Serial numbers must remain intact on all motors for identification of
production. Any motor without serial numbers will not be allowed.

1 mm cleanup will be allowed on 750cc motors 1995 and older. No aftermarket coatings
may be applied to any internal components or surfaces. Street style clutches only, no dry
clutches, no aftermarket transmissions or lightweight transmission parts OEM only. No
aluminum, titanium or plastic rods or cranks. No internal EXOTIC METALS or plastics.
With the exception of titanium valve spring retainers and other OEM aluminum parts.
A maximum four valves per cylinder, no oversize valves or valve springs, all valve
dimensions will be obtained from that engines service manual. Aftermarket valves and
valve springs may be used but they must be stock size for that year motor and not
titanium. Owner must provide service manual. Stock configuration cams only, including
lift, ramp and heal. No re-grinds, must have OEM stamping. Effective November 1,
2002, the 750 Suzuki GSXR up to and including 1992 (oil cooled) motors will be
permitted to run with ANY configuration cams including lift, ramp, heal and porting of
heads.
Cylinder heads may not be ported, however, any heads ported prior to the end of the 2000
season must use 38mm, carbs or 38mm restrictor plates between rubber carb spigots and
cylinder head.
No crankshaft work beyond balancing. No lightening, knife edging or polishing.
Must be stock stroke. Any ignition system may be used, with the exception of traction
control enhanced type systems. Must use OEM starting system.
Transmission must remain in its stock form including clutch assy. Drive shaft must run
off of OEM sprocket out put shaft. NO CHAIN DRIVES. Engine must be mounted on
left side, forward of driver cockpit only.
CHASSIS
The wheelbase may not be less than 54 inches nor more than 66 inches. The measurement from the outside of the right tire to the outside of the left tire must not exceed 55 inches measured above the bulge of the tire at the bottom and move freely into the official gauge.
WEIGHTS
All weights are after qualifying with wing. All weights are 25lbs. Less if running a
wingless show.

Any 10. or 13. diameter wheels may be used. Acceptable tires are as follows:
Right Rear: 10. LC5, 13. . MG5
GEAR RATIO
Open to any combination or changes. Gearboxes or quick-change rears are optional.
Locked rear ends only.
GENERAL REQUIREMENTS
1. All cars must have a tail that extends beyond the rear wheels.
2. Removable steering wheels are required with padded hubs.
3. All cars must have a firewall between the engine and cockpit.
4. Mufflers are mandatory. Exhaust pipes must point outward from the car and shall not
be directed toward the ground, tire or fuel tank. All cars must be equipped with adequate
mufflers and conform to the decibel standards, as determined by the officers.
5. All cars must have suitable front and rear bumpers. The rear bumper shall be strong
enough and so placed that it permits the use of a push car.
6. Cars using a radiator must have an adequate catch tank.
7. The steering gear and all steering linkages must be of good workmanship and must
pass inspection of the officials. No brazing will be permitted on any drag link, pitman
arm or steering gear.
8. All cars should have an under pan extending from just ahead of the rear end to a place
well forward of the engine.
9. All cars must be equipped with an approved safety harness, which must be securely
attached to the frame of the car. The safety belts must be dated and be no older than two
years for the State of New Jersey.
10. Any car producing excessive smoke as to detract from the show, inconvenience
spectators, or create a hazard for other competitors shall be black-flagged.
11. All cars must have an ignition switch or cut-off button located in an accessible place
and clearly marked, .on. and .off..
12. All cars must be equipped with a fuel shut-off valve between the gas tank and the
engine. This must be within easy reach of the driver and safety crew while the car is

under power. Shut-off valve may be between drivers legs, but then there must also be a
shut-off valve on the right outside of car with a minimum of a 3. diameter circle painted
in a bright CONTRASTING color around the valve.
13. Racing gasoline or pump fuel only. All other types of fuels are prohibited. All
additives including castor oil or so called upper cylinder lubricants are prohibited. The
only exception is that 2-strokes may add lubricating oil to gasoline.
14. All cars must have four-wheel hydraulically operated brakes. A single disc brake is
acceptable on the rear.
15. No four-wheel drive cars will be allowed to compete.
16. All cars must be self-starting with a clutch and be able to pull away under its own
power.
17. Any car dropping oil or water in competition shall be barred from further racing at the
discretion of the officials. It is the responsibility of each car.s crew to check their car
during and after warm-ups.
18. All cars must be equipped with an approved roll cage constructed of 4130 chromemoly
tubing with a minimum diameter of 1. and a wall thickness of .095..
18 a). All new cars built after 2003 must be equipped with and approved roll cage
constructed of 4130 chrome-moly tubing with a min. dia. of 1 1/8. wall thickness of .093,
or 1 ¼.x .083. Roll cage must be 3 ½. above drivers head with helmet on sitting in car.
19. a) Wings are permitted. Maximum dimensions are as follows:
Width = 36. Measured left to right when placed on car. Length = 44., maximum of 11
square feet. Left side panel = 24. high,
49. long. Right side panel = 18. high, 49. long. Car numbers must be displayed on top
and each side panel of the wing (see # sizes, see Comp. Rule 4d)
b) All wings are to be fixed, non-cockpit adjustable, with no pneumatics,
hydraulics, springs or levers as to allow adjustment by driver. All wings must
have a quick release device to permit quick exit by the driver. All wings, wing
mounts, and releases must be approved in inspection.
c) No nose wings are permitted.
20. The use of mirrors or reflective devises for rearward visibility is prohibited. Use of
two-way radios are prohibited. One-way scanners are required for every driver.
21. All cars must pass inspection at every track for safety and appearance.
22. All full face helmets must be worn at all times while on the track operating a car.
Helmets must be lined with Nomex, or a Nomex hood must be worn underneath.

23. Uniforms must be of one-piece design, lined with Nomex. Drivers must also wear
Nomex underwear.
24. The use of approved arm restraints is required.
25. Cage nets must be on both left and right side of driver.
Race Procedure
1 a) Cars in attendance will be handicapped by previous performance for heat race
Line-ups. The number of cars to qualify from the heats will be determined by the
numbers of cars present.
b The starting position for the first three races of the season will be determined by a random draw. After the first three races cars will be handicapped based on their points total for the last three finishes of the season with the higher handicap starting last. Anyone having participated in less than 3 races will be given 100 points for each race until they have three actual races to use for their handicap. For example (At a cars first race of the season the car will have 300 points for handicapping purposes. If the car received 80 points from the first race the handicap for the second race would be based on 280 points and so on.) In the case of a tie the car with that attended the most races would start ahead, if a tie still exists the last car to achieve the handicap number would be started to the rear of the car that achieved it first. Any driver that wins a race will start no further front than 7th.
2. Drivers who qualify more than one car for the feature must drive the car qualified last.
If he/she opts to race the first car qualified, he/she will start in the rear of the feature.
Any car in which the driver is changed after qualifying must start last.
3. All ATQMRA members, upon entering the track at which we are competing, are to
sign in to the ATQMRA sign in sheet. The location of this sheet will be determined at
each track.
4. Car owners must notify the handicapper five minutes before the scheduled starting
time if their car is not prepared to run.
5. a) Cars must be lined up on the track in the order in which they are to start.
b) If you are late getting onto the track and come out when the field is already
crossed over, you will start last. No Exceptions.
c) While awaiting the green flag, the cars must remain one car length or less
between them and the preceding car or they will be black flagged and sent to the
rear of the field.
d) Alternate cars shall start at the rear of the field.

6. a) If a driver change occurs during the running of a feature race, the driver taking
the initial green flag shall receive the points for the cars final finishing position.
No points will be credited to the relief driver.
b) The car owner will receive the total points for the car.s final finishing position.
c) Any driver change shall restart that car at the rear of the field regardless of
position, time or race.
Protest Procedure
a) Any owner or driver actually competing at a meet may protest a suspected over-size
engine by simply writing on a piece of paper, .I wish to protest the engine of car number
______,. and signing it. This shall then be given to an official accompanied by a protest
fee of $200.00.
b) The official shall immediately inform the person in charge of the car that it has been
protested and may not be removed from the premises until the officials have inspected it.
c) The official shall then inform the other officials of the protest and shall turn over the
protest fee to the treasurer.
d) The examination need not be made until the completion of the day.s event.
e) The officials shall inform the person in charge of the car which parts must be stripped
from the engine in order to facilitate inspection. The car must be stripped by the car.s
crew with the presence of an official.
f) The measurement of any randomly selected cylinder shall be representative of all
cylinders.
g) If the engine is found to be oversize, the protest fee shall be returned to the protestor.
The car owner shall be suspended for three actual race meets, forfeit all points, positions
and monies for the days meet. The points and monies for the days event shall be
distributed as if the illegal car had not competed.
h) If the officials are refused the right to examine the engine, it may be presumed to be
oversized and the penalties above shall be applied.
i) If the engine is not found to be oversized, the protest fee shall be given to the owner of
the protested car.
Disqualification
The owner and driver of any car being defined as disqualified (DQ.d) shall lose all
points, money and trophies or other gifts awarded for that event. Two DQ.s for the same

offense in the same season shall constitute the loss of all points accumulated for the
current season.
Rookie Status
For the purposes of rookie eligibility, rookie status shall be carried until the season in
which the candidate participates in his or her eighth feature race. The season of the
participant.s eighth feature race or the season in which he or she wins rookie of the year
will be defined as the candidate.s official rookie season.
POINTS SYSTEM
Points Distribution:
Points system will be based on a maximum of 100 points earned for a first place finish
for driver and car owner. Each following position will be reduced by 4 points per
position.
i.e. . 1st place . 100 points, 2nd place . 96 points, 3rd place . 92 points, 4th place . 88
points, 5th place . 84 points, etc., etc.
NOTE: It is not mandatory to become a member of ATQMRA to compete at any TQ
event. However, only members will receive points in handi-capping. Non-members will
always start in the rear of each event. No year ending awards will be given to nonmembers.

ARTICLE I Name and Emblem
Section 1 Name
The organization shall be known as the .American Three Quarter Midget Racing
Association, Inc.. The only authorized contractions of this name shall be the .American
T.Q. Midget Racing Association,. and the acronym, .ATQMRA.
Section 2 Emblem
The association shall have an official emblem as determined by the officers.
ARTICLE II Purpose
Section 1 Membership Classifications
There shall be the categories of membership in the association

A. Owner: Owner members are those persons who own a racecar to be entered in
association competition.
B. Driver: Driver members are those persons who enter as drivers in association
competition.
C. Owner-Driver: Owner-Driver members are those persons who both own a racecar and
drive in association competition.
D. Associate: Associate members are those persons who neither own a racecar nor drive
in association competition.
E. Series Sponsor: Any entity or individual that provides goods, services, products or
money to the entire organization.
F. Life and Honorary Members: Life members in any membership classification and
Honorary Associate Members may be granted by the officers. Past Presidents in good
standing shall have membership and voting privileges equal to those of owner-driver
member.
Section 2 Membership Restrictions
A. All classifications of memberships shall be restricted to persons who have attained the
age of 14 years or greater. All membership rights and privileges shall commence upon
acceptance of the membership application and payment of the appropriate dues, and shall
cease upon resignation, expulsion, or expiration of dues.
B. The ATQMRA will allow 14 year olds to compete wherever state laws permit as long
as they have parental consent and a signed waiver.
Section 3 Resignations
Any member may resign at any time by submitting a written statement of resignation to
the secretary of the association. No refund of dues will be made for the remainder of the
membership period.
Section 4 Expulsions
Any member may be expelled from the association for conduct or activities detrimental
to the association. Such expulsion shall be determined by a ¾ majority vote of the
officers, only after the member in question has been notified in writing of the impending
action and the specific charges against him, and has been permitted to submit a written
rebuttal and appear before the officers.
Section 5 Voting Privileges

In order to retain voting privileges as granted below, all members must participate in, or
act as an official at a minimum of 50% of the preceding years races or have attended a
minimum of 50% of the preceding years membership meetings, whichever is greater.
A. Owners and owner-drivers are permitted to vote on all matters brought before the
membership. One vote per member.
B. All other members will have voting privileges in all matters except car and engine
specs.
Section 6 Dues
Membership dues for all categories of membership shall be fixed by the officers.
ARTICLE IV Fiscal and Administrative Year
The fiscal and administrative year of the association shall extend from November 1
through October 31.
ARTICLE V Meetings
Section 1 General Membership Meetings
A meeting of the general membership shall be held annually, between October 1 and
October 31 for the purpose of nominating and electing officers for the following year.
Additional general membership meetings at other times shall be held at the discretion of
the officers. For a general membership meeting, a quorum, more than 50% of the eligible
voters, must be present at the meeting in order to vote on the matters on the agenda.
Alcoholic beverages are not to be consumed during any meeting.
Section 2 Officers Meeting
Meeting of the officers shall be held at the discretion of the President. For an officers
meeting, a quorum shall be any number, which represents at least 75% or more of the
officers.
Section 3 Voting Majority
All matters to be decided upon by general membership or by the officers shall be
determined by a simple majority, except as otherwise provided in these by-laws. One
must be present to vote.
ARTICLE VI Officers and Government
Section 1 Officers

The association shall be governed by four executive officers; President, Vice President,
Treasurer and Secretary. These officers shall be nominated and elected from the general
membership. These officers shall each be empowered to act as a race official if
necessary.
A. President: The President shall preside at all meetings of the general membership. The
President shall appoint officials, representatives, workers, committees and committee
chairmen not otherwise established in these by-laws, as necessary to better conduct the
affairs of the association. These appointments are subject to the approval of the officers.
The President shall be responsible for the negotiation of all race dates and terms, and for
representing the association in any and all matters of business, administration and
insurance.
B. Vice President: The Vice President shall assume the duties of the President in the
absence of the President. The Vice President shall also be responsible for the
maintenance of a running tally of point standings throughout the racing season.
C. Treasurer: The Treasurer shall be responsible for the care and custody of all funds and
accounts of the association. The Treasurer shall receive and disburse all monies, and
maintain accurate records of all transactions. The Treasurer shall sign all checks, drafts
and orders, and shall prepare reports on the fiscal status of the association for all
meetings. He or she shall prepare an annual fiscal report at the end of the fiscal year, and
shall submit all records for audit. He or she shall also maintain records for verification of
monies won for accounting purposes.
D. Secretary: The Secretary shall record the minutes of all meetings, and shall be the
trustee of all association records. He or she shall, at the discretion of the President, be
responsible for all official correspondence. The Secretary shall, in cooperation with the
Treasurer, be responsible for all membership applications and dues collections, and shall
maintain a list of the members eligible purposes.
Section 2 Government
The officers, as a whole, shall have general management authority over the affairs,
operations, administration, funds, and holdings of the association. The officers shall be
responsible for approving expenditures, and shall maintain directive control over race
officials, workers, committees and representatives. The officers shall have the authority
for the drafting and implementation of rules and procedures (subject to limitation in
Article VII), and for the drafting of revisions to these by-laws. The President and Vice
President will automatically become trustees for the duration of their term as required by
the certificate of corporation file with the state of New Jersey. The officers shall be
empowered to perform and other essential duties of the association not specifically
defined in these by-laws.

Section 3 Terms of Office and Election Requirements
All elected officers shall serve a one year term of office, coinciding with the
Association.s administrative year. All officers are eligible for re-election as long as they
remain in good standing as members eligible to vote. A plurality vote shall be required
for the election of each of the executive officers.
Section 4 Vacancies
Any permanent vacancy, whether caused by resignation, expulsion, death or disability, in
the position of:
A. President, shall be filled by the Vice President.
B. Vice President, Treasurer or Secretary, shall be appointed by the President subject to
consent of the membership.
Section 5 Compensation and Reimbursement
Officers receive no pay for their services, but may be reimbursed for documented
expenses. Race announcers, flagger, handicapper and scorers will be compensated for
their services.
Section 6 Series Sponsorship Participation
The President may enter into contracts with sponsors wishing to award the association
with money, goods, products and or services. Owner participation in these programs will
be voluntary. In order to qualify for these awards, owners must comply with the terms of
the contract.
Monetary awards may be prorated based upon the number of races the owner participates
in under the terms of the contract.
ARTICLE VII Rule Book and Rules
Section 1 Rule Book
The association shall maintain and publish a book of rules pertaining to the governing of
fair competition and the establishing of race care specifications, equipment and safety

standards. This Rule Book shall be divided into ten sections: Official Flag Rules,
Official Competition Rules, Car and Engine Specifications, General Requirements, Race
Procedure, Protest Procedure, Disqualifications, Rookie Status, Points System and New
Jersey State Regulations. Rule book to be updated yearly.
Section 2 Rules
All rules, may be drawn up and implemented in one of two ways.
A. By the eligible voting membership at a general membership meeting, becoming
effective immediately unless otherwise specified. (Except car and engine specs) The
officers cannot overturn a rule so passed within the same administrative year.
B. Car and Engine Specs may be drawn up by either the officers or by general
membership, but may be put into effect only by a vote of the eligible Owner and Owner-
Drivers, becoming effective on the first day of the following administrative year. The
President cannot overturn such a vote.
Procedures pertaining to A & B of Section 2 Article VII
Any new rule or specification may be drawn up by an eligible voting member or officer
and handed directly to a club officer. (President, Vice President, Treasurer, and
Secretary) anytime between November 1st through September 1st. The club officers will
draft up the said rule or specification for a vote pursuant to Article VII Section 2.
Between September 1st and November 1st the draft of the prospective new rules or
specifications will be posted on the web site, included in the newsletters, and discussed
under new business at the fall meetings, as well as a draft of all prospective new rules and
specifications mailed to all ATQMRA members. A general membership meeting will be
held the 1st week of November, the same year, at which time the rules or specifications
will be voted on.
ARTICLE VIII Revisions and Amendments to By-Laws
These by-laws may be revised and/or amended by approval of the eligible voting
membership at any general membership meeting.
ARTICLE IX legal and Professional Assistance
The services of legal counsel and other professionals shall be retained as necessary.
ARTICLE X Insurance
Insurance is mandatory by the certificate of corporation filed March 1, 1990.

ARTICLE XI Acceptance of By-Laws and Rules
Any person submitting an application for membership is presumed to be acquainted with
these by-laws and the rules of the association. That person.s acceptance of membership
status shall constitute an agreement to abide by those by-laws and rules.
